Modern-day Phnom Penh can be seen through the mesh of barbed wire the Khmer Rouge used to help turn the Chao Ponhea Yat High School into a torture prison in 1976. During their three-year reign, when at least 20,000 people were killed in S-21, most of Cambodia's capital city was empty and derelict.
